What is sovereign AI infrastructure?

Does CoralDC compete for national sovereign AI programmes?
No. Those programmes target projects at a scale well above what CoralDC deploys. CoralDC serves institutional sovereignty: a single organisation's AI infrastructure, on its own premises, under its own control.
Can a Coral deployment satisfy data residency requirements?
The infrastructure sits in a location the customer specifies, under the customer's physical control. Whether a specific deployment satisfies a specific regulatory obligation depends on that obligation and the customer's own controls, and is addressed explicitly during the architecture review rather than assumed.

The physical infrastructure is under the institution's control, in a known location, with known physical access.
Data sovereignty
Data remains within a defined jurisdiction and does not transit systems outside it.
Model sovereignty
Models, weights and fine-tuning remain the institution's property and do not contribute to third-party systems.
Operational sovereignty
The institution determines who operates the infrastructure and under what terms, including the ability to bring operations fully in-house.
Geographic sovereignty
Physical location is a specified requirement rather than an implementation detail.
Economic sovereignty
Cost structure is known and controlled, without exposure to unilateral pricing changes in a system the institution does not control.
Institutional scale, stated plainly
CoralDC operates at institutional scale, not national scale. Canada's programme for large-scale sovereign AI data centres targets projects above 100 MW. Coral systems are deployed at a fraction of that, on institutional premises, for a single organisation's workloads.
This distinction is stated deliberately rather than blurred. A health authority, ministry, university or crown corporation that needs sovereign AI capability for its own use is a different requirement from national compute capacity, and it is a requirement that national-scale programmes do not serve. CoralDC builds for the first.
For the same reason, CoralDC is a complement to national sovereign infrastructure rather than a competitor to it, and is straightforward with public sector counterparts about which problem it solves.
